Biography of Ramin Manawi

The Consul General of the Islamic Republic of Afghanistan, Vancouver - Canada

Mr. Ramin Manawi has been appointed as the Consul General of the I.R. of Afghanistan in Vancouver, British Columbia, Canada and assumed his official duties in May 2021. Consul General Manawi is a career Diplomat who has extensive experience within the Ministry of Foreign Affairs. Prior to his appointment in Vancouver, he served as the Director General of Law and Treaties at the Ministry of Foreign Affairs from 2017 to 2021. Previously, he has served as the Counselor and Charge d’Affaires of the Embassy of Afghanistan in Washington DC.

Mr. Manawi has held a number of other positions in the past, including Deputy Director General for Canada, Latin America and Oceania; Head of USA Division; Head of Australia and New Zealand Division; and Liaison Officer for the U.S Division within the Fifth Political Directorate-General. In his capacity at the Fifth Political Directorate-General, he was engaged on issues related to Afghanistan’s foreign policy towards the Americas and Oceania and as well as supervised a number of programs related to the bilateral relations of Afghanistan with the United States, Canada, Latin America, Australia and New Zealand. In early years of his career in 2008, he has also served in administrative spheres with different departments at the Ministry of Foreign Affairs.

While serving at the Ministry of Foreign Affairs of Afghanistan, in addition to formal duties, Consul General Manawi has been engaged on several policy projects including the development of foreign ministry’s Strategic Plan Document and Afghanistan’s Foreign Relations Priorities policy paper during 2013 and 2014. In addition, in recent years, he has been involved in drafting and finalizing numerous treaties, laws, regulations, rules of procedures and as well as a policy document on international treaties law. Moreover, Mr. Manawi has lectured Post-Graduate level courses related diplomacy and international law at the Institute of Diplomacy of Ministry of Foreign Affairs. He lectured a course on “Foreign Policy Analysis” at the Institute of Diplomacy for the spring semester of 2014 and taught international treaties law during different semesters from 2018-2021. Consul General Manawi holds a B.A. in Law and Political Science from the Kabul University and a Master’s Degree in International Affairs from OHIO University (United States), Department of Advanced International Studies. Mr. Manawi is fluent in Dari/Farsi, Pashto, English and Spanish.
